The CTO is responsible for the integrated operational performance of the 4th Directorate and monitors the optimal and effective use of (new) technology and provides guidance and direction. CTO Office Manager is a strong, independent position. This is guaranteed because the CTO:

  • forms part of the IV Directorate, has an independent position with respect to the line units within the IV responsible for implementation and has its own mandate to set direction and provide direction within its powers and responsibilities;
  • Ultimately responsible for the overall operational performance of the department (COO role);
  • Domain IV, Domain IV Infrastructure, manages strategic technology programs and is personally responsible for the design and implementation of strategic investments in the Divisional Services Security (CTO role).

The CTO works closely with colleagues and relationships within the IV, Tax and Customs Administration, Customs, Benefits, Base Administration and other national governments. At the national level, the CTO Director participates in the CTO Council, as a representative of the Tax and Customs Administration. A career line to the CIO is also provided.

Hans has extensive knowledge and experience in the full scope of IV and is therefore highly suited to give substance to this task both professionally and especially as a person. “

Mr. H (Hans) Monnen completed the Management Development Course (Cap Gemini) at Erasmus University Rotterdam. Over the past two years, he has been successfully integrating the STS and GBS departments into the Utilities Department in providing information to the Tax and Customs Department. In addition, he has already held the role of Deputy General Director BD IV. Before joining the Tax and Customs Administration two years ago, Hans Munnen was working as IV Director / CIO (Acting) in the National Police since 2019. Prior to that from 2017-2019 as Program Director in the National Police and before that from 2014-2017 he was active in the Fourth Interim Administration . From 2010 to 2014, he was the Managing Director (Chief Executive Officer) in an information and communication technology consulting firm in the financial sector.

This appointment to the position of ABD came about through the general procedure for positions within the General Administrative Service. The designation and selection for this designation has been made by the Directorate General of ABD and the Tax and Customs Administration.
